First, the rule most players miss

Governor gear and charm stats apply to your own marches: rallies you captain, solo attacks, garrisons you hold, and your city defense. They never travel with you into someone else's rally, because joiners contribute exactly one hero skill and nothing else. If your alliance role is mostly rally joining, gear and charms pay off in your solo and defense game rather than in your rally contribution, so budget with that in mind.

The framing also deserves a correction: gear and charms never compete for the same materials. Gear uses Satin, Gilded Thread, and Artisan's Vision while charms use Charm Guides and Designs, none of which convert, and the two systems boost different stats. Gear gives its class attack and defense; charms give health and lethality. You'll upgrade both, and the real question is where each material stays efficient and where it stops.

The gear efficiency cliff

All six pieces share one 58-step ladder, so this table is per piece. Watch the last column collapse:

  • Green through Purple is nearly free power. A piece reaches +54.2% attack and defense for 90.5K Satin, while the same Satin spent inside Red buys under 1%.
  • The cliff is Gold. Efficiency drops about 6× entering Gold and another 7× entering Red, so Gold is where "push my main class" starts and "push everything" ends.
  • Breadth beats depth: six pieces at Purple (+54.2% each) cost about 543K Satin total, less than one piece's Gold tier, and touch every troop class.

The charm efficiency cliff

All 18 charm slots share one 22-level table. Marginal cost of +1% health/lethality:

  • Level 7 on every slot first. Taking all 18 slots to level 7 costs about 19.1K Designs total and buys +630% combined health/lethality across your classes, the single best material-to-stat trade in either system.
  • Level 11 is the natural second stop. Efficiency has only dropped about 2.7× by then, and levels 12+ are kingdom-age-gated anyway (the charm cap raise arrives as your kingdom matures; check the Server Timeline).
  • Levels 17+ are endgame vanity priced at 15–20× the early levels, for your main class only, after everything else.

The priority order, assembled

  1. All six gear pieces to Purple (cheap, every class, both stats).
  2. All 18 charms to level 7 (the best trade in either system).
  3. Charms to 11 on your main class's two pieces, then the rest.
  4. Main-class gear into Gold, meaning the pieces matching the troops you actually fight with.
  5. Everything after that is main-class-first endgame: Red gear and charm 12+ as materials allow, in whichever system your materials actually accumulate. They don't convert, so the only real mistake is hoarding one while the other overflows.

FAQ

Do gear set bonuses change the order?

They reinforce it. Matching quality across 3 and 6 pieces grants bonus defense and attack, which is another reason to level pieces evenly through Purple before specializing.

Is Mastery Forging part of this?

No. Mastery Forging upgrades hero gear (mythic heroes, Forgehammers), a separate system with a separate budget. Governor gear is the six-piece TC22 system this guide covers.

Where do the materials come from?

Primarily events (Hall of Governors / Strongest Governor stages, alliance events) and shops, which makes the Event Calendar quietly a gear-progress tool.
